Plea Made for Basques

GENEVA, Dec. 11—The International Commission of Jurists appealed today to the Spanish authoriti8es not to execute the six Basque nationalists for whom the prosecution in the Brugos trials has demanded the death sentence. The commission also equested the Spanish Government to investigate the defendants, charges that they had been tortured.
The commission, a nongovernmental organizatin, said that the defendants should have been cried by a civil court, not by a military tribunal. Among the deplorable features of the trial, it said, were the refusals to allow defendants and their lawyers to present their case properly and the handcuffing of the defendants while in court.
